Social Inclusion

files/img/areas/social_inclusion/article_image001.jpgThe National Development Plan 2008-2013 puts greater social inclusion at the centre of successfully completing the development agenda and EU accession.

To acheive this, the UN supports excluded people to improve their lives through more opportunities and increased access to quality services.

Our focus is on developing the capabilities of excluded people; supporting the government to strengthen the policies and institutions that reach out to people on the margins; and to promote decision-making that is both inclusive and rooted in evidence.

Human Resource Development

The UN focuses on large-scale employment generation efforts. The UN assists the most vulnerable to increase their entrepreneurial skills; while also expanding private sector development schemes. Meanwhile, community-based initiatives help refugees and non-citizens to integrate.

In the area of education, efforts give priority to rural children and Roma to improve their marketable skills. The UN also provides advice on education policy reform and new curricula.

Better Access to Services through Stronger Policies and Institutions

In this area, the UN assists the government to develop polices and institutional capabilities so that the disparities in accessing quality services are addressed. The aim is to reform policies and standards in services for health and social protection, particularly with regard to domestic violence; sexual and reproductive rights; HIV/AIDS; juvenile justice; migration; and human trafficking.

Promoting Evidence-based Policymaking

The focus is also on improving statistics related to social inclusion. This includes ensuring that the needs of the most vulnerable, particularly children, women and the socially excluded are reflected in policy-making processes and public finance management. Reporting on international obligations is also a priority.
