The work of the United Nations and its Assistance to developing and transition countries takes place in the framework of a Global Agenda for development. Defined through numerous conferences and world summits in the 19990s poverty reduction, human development and the promotion and respect for human rights remain at the heart of this agenda. They are most prominently anchored in the Millennium Development Goals.The primary objective of the United Nations development system is to promote the self reliance of countries through multilateral cooperation. While the governments has the primary responsibility for coordinating all types of external assistance, The Resident Coordination system seeks to facilitate and support the government’s coordination responsibilities
The Resident Coordinator System
As an outcome of Kofi Annan’s initiated UN reform the Resident Coordinator System allows for a more unified and coordinated approach at country level and gives the UN system one voice.
The UN Resident Coordinator System is headed by the Resident Coordinator which in the case of FYR Macedonia is also the UNDP Resident Representative.
As a trusted and impartial provider of advice and support on development issues the role of the Resident Coordinator system encompasses:
Up stream policy and programme advocacy Support to the national MDG process Promote dialogue and interaction of the UN system with multilateral, bi lateral and non-governmental organizations Improve the efficiency and effectiveness of the operational activities of all different UN agencies at the country level Stipulate joint UN programming according to priorities outlined in the UN Development Assistance framework (UNDAF) Finding common approaches to cross cutting issues
